A member of Special Abilities Liberation Front (SALF)'s Team #7. A foreign man who seems to understand Japanese but cannot speak it. As a result, no one can understand him.
Somewhat emotionally sensitive.


It is later revealed that Cobain is, "The Fixer" for SALF. He is tasked with eliminating high-threat targets and is shown to be stronger than some Hereos.
