One of the original members of HOMRA along with Suoh and Kusanagi. He can get along with anyone, so he often sets the mood in HOMRA. Totsuka has a calm, laid-back and very friendly personality. He often engages in conversations with people, even strangers, showing that he is charismatic and somewhat talkative. Totsuka has a habit of constantly recording things wherever he goes; while he had stated that he does this only during important events, he appears to do this in his free time as well, whether he is aware of it or not.


One night, he was shot and killed by the Colorless King, which eventually resulted in HOMRA's manhunt for his murderer. Due to having filmed the whole event, HOMRA's members start chasing after Yashiro.
